Illinois lawmakers have passed a significant update to the state’s Film Production Services Tax Credit Act. The long-awaited modernization is now headed to the Governor’s desk for signature. The move is expected to strengthen Illinois’ competitive position and bring long-needed clarity to productions planning for 2025 and beyond.

Background: How the Bill Reached the Finish Line

The legislation was first introduced during last year’s General Assembly session but never reached a full vote, leaving Illinois’ production community in a prolonged state of uncertainty. Several projects, hesitated to commit to Illinois while they waited for clarity on the proposed incentive updates.

When lawmakers brought the measure back during this fall’s veto session, the path forward became even more challenging. The bill required a three-fifths majority and had to pass before the October 31 deadline. Unrelated measures had also been added to the bill, raising concerns that the film provisions might again be delayed.

The stakes were high. As other states continued to refine and expand their incentive programs, there was a growing risk that Illinois was losing ground and losing projects if the legislation did not advance. After months of uncertainty and industry anxiety, the measure ultimately cleared both chambers.

SB1911 passed the House 76 – 33 and the Senate 37 – 19 – 1. It now goes to the Governor’s desk.
